The two sides argued the legal nature of the Emergency Management Act (EMA) and the Emergency Powers of the Governor Act (EPGA) to the Honorable Judge Stephens, presenting the basis for their case as to why the Governor’s actions during the COVID-19 crisis were either legal within the powers of the law or an overstep of executive boundaries and a violation of the checks and balances established in the State Constitution.
