Dave Boucher, Government and Politics Reporter, The Detroit Free Press, says that former Secretary of State and current State Senator Ruth Johnson that would allow local clerks to open absentee ballot envelopes and begin the process of counting votes (but not officially county votes) before election day, speeding up the process of counting these votes, as the November general election is expected to have a record number of absentee ballots.
