Beyond Basics President, Pamela Good, says that funding that goes towards school literacy should focus on those at the greatest disadvantage in reading so that they can receive ample help to catch up to the reading level of the age-group peers, which would be significantly less help than would be needed for those who are only slightly-behind grade-level reading.
